{"id":9231,"date":"2025-09-30T07:53:57","date_gmt":"2025-09-30T07:53:57","guid":{"rendered":"https:\/\/placedesnations.org\/index.php\/2025\/09\/30\/streeting-rules-out-vat-on-private-healthcare\/"},"modified":"2025-09-30T07:53:57","modified_gmt":"2025-09-30T07:53:57","slug":"streeting-rules-out-vat-on-private-healthcare","status":"publish","type":"post","link":"https:\/\/placedesnations.org\/index.php\/2025\/09\/30\/streeting-rules-out-vat-on-private-healthcare\/","title":{"rendered":"Streeting rules out VAT on private healthcare"},"content":{"rendered":"<p>Health Secretary Wes Streeting has ruled out the UK government imposing VAT on private healthcare in the upcoming autumn Budget.<\/p>\n<p>Streeting told the BBC \u00ab\u00a0it&rsquo;s not happening\u00a0\u00bb and repeated that answer when asked if he could guarantee VAT would not be levied on private healthcare.<\/p>\n<p>In the UK, most private healthcare services are exempt from VAT, meaning patients don&rsquo;t usually pay the tax on treatments.<\/p>\n<p>But Chancellor Rachel Reeves has faced repeated questions about the prospect of tax rises, including VAT, when she delivers her budget in November.<\/p>\n<p>Economists have said taxes will have to go up in the autumn Budget if the chancellor is to meet her self-imposed rules on borrowing to fund public services.<\/p>\n<p>In her Labour conference speech on Monday, Reeves said the government was facing difficult choices and promised she would not take risks with the public finances.<\/p>\n<p>The chancellor pledged to keep \u00ab\u00a0taxes, inflation and interest rates as low as possible\u00a0\u00bb.<\/p>\n<p>But hinting at further tax rises, she said the government&rsquo;s choices had been made \u00ab\u00a0harder\u00a0\u00bb by international events and the \u00ab\u00a0long-term damage\u00a0\u00bb done to the economy.<\/p>\n<p>In its election manifesto, Labour said it would not increase National Insurance, the basic, higher, or additional rates of income tax, or VAT.<\/p>\n<p>In an interview ahead of her conference speech, Reeves was asked if VAT could rise and she said: \u00ab\u00a0The manifesto commitments stand.\u00a0\u00bb<\/p>\n<p>That form of words has been echoed by senior ministers at Labour&rsquo;s conference, including Prime Minister Sir Keir Starmer.<\/p>\n<p>But when pressed over whether she would have to put up taxes, Reeves said \u00ab\u00a0the world has changed\u00a0\u00bb in the last year &#8211; pointing to wars in Europe and the Middle East, US tariffs and the global cost of borrowing.<\/p>\n<p>\u00ab\u00a0We&rsquo;re not immune to any of those things,\u00a0\u00bb she added.<\/p>\n<p>VAT is levied at a standard rate of 20% on most goods and services in the UK, unless they are classed as reduced or zero-rated.<\/p>\n<p>Former Labour leader Neil Kinnock has called for Reeves to put VAT on private healthcare to raise money for the NHS.<\/p>\n<p>The Labour peer told the i newspaper removing the VAT exemption on private healthcare would provide \u00ab\u00a0vital funding\u00a0\u00bb for public services and be \u00ab\u00a0widely supported\u00a0\u00bb by the public.<\/p>\n<p>The policy is supported by the Good Growth Foundation think tank, which estimates putting VAT on private acute healthcare could raise more than \u00a32bn.<\/p>\n<p>The high cost of long-term government borrowing and weak economic growth has fuelled speculation the chancellor will need to increase taxes.<\/p>\n<p>Last month, an independent think tank, the National Institute of Economic and Social Research (Niesr), estimated that the chancellor would need to plug a \u00a350bn gap in the public finances.<\/p>\n<p>But the chancellor played down the figure and criticised such forecasters, saying \u00ab\u00a0a lot of them are talking rubbish\u00a0\u00bb.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Health Secretary Wes Streeting has ruled out the UK government imposing VAT on private healthcare in the upcoming autumn Budget.
