Tax rises and higher staffing costs announced in the Budget could force some care homes to close, providers have warned.<\/p>\n
Social care will be hit by a hike in the rate of National Insurance contributions paid by employers as well as increases to the minimum wage.<\/p>\n
The sector welcomed an extra \u00a3600m in funding to local authorities for adult and children’s social care.<\/p>\n
But care groups said this would not be enough and would be \u00ab\u00a0wiped off instantly\u00a0\u00bb by increased staffing costs.<\/p>\n
The Liberal Democrats have called on the government to exempt social care from the rise in National Insurance.<\/p>\n
The party said the chancellor had provided extra funding for the NHS and other public sector organisations to cover the cost of the tax rise – but because the vast majority of care providers are private they would not benefit from this.<\/p>\n
Speaking to BBC Radio 4’s World at One programme, Health Secretary Wes Streeting confirmed the NHS would be refunded for the rise in National Insurance contributions.<\/p>\n
However, pressed on whether private social care companies would still have to pay the increased rate, he pointed to the extra \u00a3600m allocated for the sector.<\/p>\n
\u00ab\u00a0The chancellor has taken into account those pressures when making funding decisions,\u00a0\u00bb he added.<\/p>\n
Care England, which represents adult social care providers, said without further support the sector was in \u00ab\u00a0unprecedented danger\u00a0\u00bb and the closure of services that were no longer viable was likely.<\/p>\n
It said the \u00a3600m in funding was \u00ab\u00a0a drop in the ocean compared to the staggering \u00a32.4bn in rising costs associated with wage increases and employer national insurance contributions\u00a0\u00bb.<\/p>\n
Mike Padgham runs five residential and nursing homes in North Yorkshire supporting older and disabled people.<\/p>\n
He has 210 staff, and his current wage bill is \u00a35.3m a year. He estimates each month the increase in employers’ National Insurance will cost an extra \u00a35,000, and the increase in the minimum wage will add another \u00a325,000.<\/p>\n
Most of his residents are funded by the local authority and Mr Padgham says he will have to ask for higher fees.<\/p>\n
But care providers have long complained financially squeezed councils do not pay enough to cover the real costs of care.<\/p>\n
Mr Padgham, who chairs the Independent Care Group, which represents independent providers, said that as a labour-intensive sector an increase in employee costs was \u00ab\u00a0the last thing social care needed\u00a0\u00bb.<\/p>\n
\u00ab\u00a0For a lot of providers this will place existential pressure on them and could well push some out of business, unless it is matched by extra funding to those who commission care and there was little sign of that,\u00a0\u00bb he said.<\/p>\n
He said the extra \u00a3600m for social care would have \u00ab\u00a0little or no impact\u00a0\u00bb once shared between 152 local authorities and children’s services.<\/p>\n
He added: \u00ab\u00a0Any extra funding that might reach providers will be wiped off instantly by the increases in National Insurance and minimum pay which will together heap further pressure on social care providers.\u00a0\u00bb<\/p>\n
Liberal Democrat leader Sir Ed Davey said the increase in National Insurance \u00ab\u00a0risks worsening the NHS crisis by hiking costs for care providers and pushing some to the brink\u00a0\u00bb.<\/p>\n
